Downloads Folder Hazel Rules suddenly stopped working

I haven't changed the Downloads folder. The folder's rules are still active and previously working. I haven't changed the rules in weeks. They stopped working a couple of days ago. All other folders appear to be working. Any idea what might be the cause?
