Hazel not running automatically

I have hazel set up to move images from my downloads folder to another photo so I can sort them later. Hazel used to run automatically within a few seconds of a file meeting the correct criteria. Now I see I have to run the rules instead. Did something change in the software? how do I fix it?

The trouble shooting guide is so general that it’s not really applicable in this situation. And YES I have tried all of that before posting here. Nothing worked
