Move Downloaded Folder to a OneDrive Business folder.

I frequently dowload shipping documents. It is downloaded as 2 PDFs, under a folder named shipping_Documents xxxx. When I create an hazel rule, searching for any file name starting with shipping and move to a OneDrive folder, the preview rule verifies the folder name as recognized, but the rule does not work and does not move the folders. What am I doing wrong. Please advice.
