Another scenario might be since I download Linux ISOs and Windows ISOs (from Microsoft via a virtual machine with a shared Downloads folder with macOS (and usually name them with "win_<DATE>.iso")) somewhat frequently, I want to segregate those. Therefore any Windows apps or isos, the following rules should move them into "Downloads/windows":

And then a catch all following to dump into "Downloads/isos":
