Hazel has stopped recognizing Video/MP4s

I have a Hazel rule set up to identify MP4 files and run them through a Handbrake CLI job to size them appropriately for archiving. This job has stopped working recently, and when using the "Preview Rule" functionality, I've identified that the condition "Extension is MP4" is showing no matches. The folder is full of MP4 files. I've also tried "Extension contains MP4" and "Kind is Video" and I still get no matches.
Has something changed recently that I haven't accounted for?

Can you post/email a screenshot of the preview? Make sure to click on the red X badge to see what Hazel thinks the extension is.

Doesn't look like there's an extension. What's the full name of the file?

In this case, Video1.mp4, Video2.mp4, Video3.mp4 ... I thought I captured them much more obviously in the screenshot, but you can see a portion of the Finder window directly above the Extension pop-out.
Also, I've created a temp folder with the same rule in it -- but no other rules -- and it processes correctly.

Can you tell me more about the original folder? Is it a network or cloud drive of some sort?

Yes: it's on a Synology drive connected via AFP.
It's always been that way, and worked successfully until last week or so. The Temp folder I've set with the same Rule that works is also on the same drive.

The Folders exist on the same drive and in the same subfolder.
The only difference from a Hazel UI perspective is that the "original" folder has 7-10 other rules (That all continue to operate correctly) that format file names.

Can you create a condition using "Full Name" and click on the red badge for it so I can see what Hazel thinks the full name of the file is?

Ok, this gets weird (or I'm just dumb and have been selecting the wrong thing).
The Full Name error badge returns the name of the Folder ("Convert"). As I was just hitting the Eye icon and hitting OK, thinking that would set the parameters to be the containing folder. Apparently I'm dumb. When I then click on the Video 1.mp4 file, it does badge green.
However, the rule still does not execute.

The theme seems to be that Hazel is identifying the files (both my "Video 1" test file and the normal files that flow through the process) as "busy."

That indicates another program has that file open. You will need to close the file for Hazel to process them.

Unfortunately that's not the case, unless the other program that is touching these files is Hazel.
