Date Last Modified - Did change - inconsistency

to test out the issue i setup this scenario..

rule:Date Last Modified did change
understanding is: that if a folder or file changed from it's last rule run that it would apply the specified action on it.

My rule:
Date Last Modified did change
action
set label to red

https://www.noodlesoft.com/manual/hazel ... reference/ states The date (including time) the file was last changed. But i have folders that are multiple days old that don't change which is expected but I have folders that haven't changed for hours and they still match the above. It states "including time" but seems like the time function isn't working.

Use that guide all the time but it still runs when it's not suppose to and the last date modified keeps running even after it's been literally hours since the folder has been modified. its strange.

Then please report back with what the diagnostics say. I can't do much without that info.
