Hazel 6 Not Applying Rules Properly to Monitored Folder

I’ve been using Hazel 6 on macOS Ventura 13.2, and I’m experiencing an issue where rules are not being applied consistently to a monitored folder. The folder contains various file types, and while some rules work as expected, others fail to execute or only apply intermittently.
I set up a rule to move PDF files with a specific tag to another folder.
The rule condition is "If all conditions are met: Kind is PDF and Tag is 'Invoice'".
I added an action to move the file to a designated folder called Processed Invoices.
I dropped multiple files matching the criteria into the monitored folder.
Some files are moved as expected, while others remain in the monitored folder. Occasionally, the rule does not trigger until I restart Hazel or manually force the rule to run. No error messages appear, but the inconsistency is disrupting workflow.
Does anyone know why this might be happening or what else I can try? Is this a known bug with Hazel 6, or could it be an issue with macOS permissions? Any advice would be greatly appreciated!

I have a similar problem. After a few days of Hazel working without issue, the following happens:

-A documents shows all green checkmarks in Preview Rule. Rule not executed.
-Rule Status shows the correct rule under "Rules Matched" for that document. No date in the Date Matched column. Rule not executed.
-Log shows the rule matching but the rule is not executed (confirmed in Debug Mode, no errors).
-Stopping and starting Hazel does not resolve the issue.

Once this occurs, other documents will match but NONE of their rules are executed. Only fix is a full reboot. User logoff and logon does NOT work.

Recommendations?

Did you modify the rule in some way? There is something I recently experienced like ghosting where after modifying or deleting a rule, it still may run. I had to go to ~/Library/Application Support/Hazel and look for .hazelrule or .plist with older names or that I think should have been deleted but were not. Weirdly, when I deleted them, they would go to the trash and reappear in the folder with a name like trash- in front...As a result, I am about to delete hazel and related files and reinstall and see if that works.
