Download Folder

My Hazel (6.0.4) has just stopped processing rules set up on my Downloads folder (Sequoia 15.4.1). Hazel works well on all my other folders, but downloads it has taken against and won't process any rules. I have run Preview Rule on files and they all meet the Rules Conditions, but nothing happens.....what am I missing?
