Problem with a simple rule

I have written a very simple test rule to move pdfs from my Downloads folder to a folder on my desktop but I just cannot get it to work. I have tried the same rule (with adjustments for the type of file of course) and it works with both ".docx", ".pptx" and ".csv" files.

I have another rule running on the Downloads folder which looks for pdf files, looks for certain character strings and then renames and files them - this works perfectly well.

I have tried using the Kind condition with PDF and PDF Document and using the Extension .pdf condition. None of them work.

I'm doing this on an Intel iMac using Monterey.

However when I try the same rule on my M1 MacBook Air it works with no problems.

I've got a work-around but it's bugging me (no pun intended)!

Any thoughts would be welcome.
