Destination Folder unavailable

I have a simple rule that watches a folder for pdf's, scans and ocr's them and moves them to another folder. I keep getting this error

2018-10-05 15:06:18.421 hazelworker[716] [Error] Move failed: Destination folder /inbox/ocrs is unavailable. Will try again later.


I have deleted the rule from that folder, reapplied it and reselected the folder and still get the same error. I also tried stopping the hazel helper and rebooting. Other people have had the problem and the advice was for them to reset the folder. Sorry, I am not sure what is meant by resetting the folder?

Is this folder on another drive? Can you tell me more about the folder?

It is a Dropbox folder. I did give Dropbox accessibility permissions. The rule was working before Mojave.

Is the folder available locally or is it "in the cloud"?

When you hover over the folder pop-up in the rule, does it show the correct path?
