use of the Current time test

I currently have a rule validating against
a) current time is after 1300 any day
AND
b) current time is before 1330 any day
AND
c) any file
Files placed in the monitored folder are moved to another folder (for the purposes of testing)
However I find that if files are placed in the monitored folder ahead of time and therefore registered with Hazel, when the appointed time slot is matched, the rule no longer reliably fires - I get variable results. As opposed to if the files are placed in the monitored folder within the time slot and then the match happens and the rule fires. Do I need a file 'touching' all files in a monitored folder between the time slots first before invoking my matching rule?
