What is 'Date Last Matched' linked to?

What is the field Date Last Matched linked to in a file? Is it a field shared by every monitored folder and rules? Or every monitored folder has its own date last matched for each file? Or is it for every rule inside each monitored folder?

It's attached to each file. Hazel keeps track of it internally.
