I utilize the copy rule quite a bit on somewhat large files, and I am wondering if I convert my dives to APFS if it will take advantage of that nifty instant copy feature. Is this the case?

Hazel's "Copy" action does do APFS copies. If you want actual copies (like pre-APFS), then you can use the "Sync" action.
