Please help

Hi all, Newbie here.
I imagine this is incredibly easy to do, but I just can't seem to get this to work.
I understand the rules of checking subfolders etc and don't believe that is the issue. Rather, the issue is how to write the rule.
What I am trying to do is 'TAG'' every file in a subdirectory. I know how to do this if I monitor a specific folder, but not from a top level folder. Here is my folder setup.
Top Level folder being monitored is 'Income Tax'.
Beneath that are three subfolders: 'NYS Tax', 'Federal Tax' and 'Tax Returns'.
Each of these folders has subfolders and files beneath them.
'Income tax' is the monitored folder and what I want is a rule that tags every file blue(not folders) in the 'Tax Returns' folder and subfolders and ONLY those files. Not the files in folders "NYS Tax' and 'Federal Tax'.
Again, I know how to do this if I monitor 'Tax Returns' but not if monitoring the top level folder 'Income Tax'
