Can Hazel be used to check the folder structure of a zip file without opening the zip file?

I want to make the folder structure of select archives is consistent - in this case, they would follow the format

Parent folder
child folder
files in child folder
xml file

Instead of opening every archive and checking the structure then re-archiving, can Hazel be used to assess the structure before making the rule to unarchive it?

Can't be done with built-in actions. You'd need a script to do that part.
