Download image from Instagram to Dropbox, this feature was closed by IFTTT.

I have found another app called "Zapier" have similar feature.

Is there a way to create rule for above features in Hazel?

Hazel doesn't have any hooks with Instagram. Until the file appears in a filesystem, Hazel can't really do anything.
