I've searched and searched but I must be missing something obvious:

I'm trying to create a rule condition exactly like this one:

But I can't figure out how to create/reveal this condition:

I'm sure that I'm missing something obvious. How do I create that condition?

That was removed from the top level so you can't re-create what's in that screenshot anymore. Having it nested is fine and should be logically equilvalent.
