I need to make Hazel go into Photos Library.photoslibrary and run rules on subfolders.

The photos from icloud are kept in a folder named Masters inside Photos Library.photoslibrary and I'd like Hazel to copy them to another folder and rename them.

There's no good way to do that as Hazel does not go into file packages. That said, you can try opening the file package in Finder (do Show Package Contents) and then drilling down to the folder and adding that in. Keep in mind it's a bad idea to mess with another program's internal files but if you are only doing read operations (i.e. copy, not move), then it might be ok. As usual, make sure you have backups.
