Convert .wav, .mp3 or .m4v files to 128mbit mp3 files?

I'd really love to have a hazel skript that automatically converts .wav .mp3 or .m4v files to an smaller mp3 file with wav 128mbit compression.
Does anyone have something like this set up?
I am really looking forward for your tips.
