I can't seem to get the tagged deleted folder which shouldn't contain any mp3s to delete.

I think there is an issue with your first rule. If you want to delete a folder that doesn't have those files inside it, you need to set the pop-up for the nested condition to "all of its sub-files". Give that a shot.

Unfortunately it still doesn't delete.
