Remove tags -- Any Existing Tags

I have trouble with Remove Tags. I have rule that does two things sequentially

1. Remove tags Any Existing Tags
2. Add tags Green


My problem is that when this rule runs, it does not get rid of existing color tags. There for the final result is ADDING the Green tag to the existing tag (in my case Orange)

There is a bug in Apple's APIs now where if you do to tagging operations in sequence, because of some caching it does, you get odd effects like this. Basically, if you change the tags and then query for the tags again, it won't show the change and you get weird effects. I'm looking into a fix/workaround for the next version.

FYI I tried reproducing this bug on Yosemite DP7 and I could not. I tried a folder with 100 images and various tags and set date added after date last matched -- remove any existing tags / set tag to green. Worked on all of them.
