I need to have Hazel delay processing a file for 60 seconds. I found this suggestion:

try adding a "date added is not in the last X minutes" condition to delay processing for a new file.

However I went through all the Date and Current time criteria and did not see any time based (i.e. seconds, minutes) option, everything pertains to days and dates. What am I missing?

Not sure because it's right there. It should be (Date added) (is not in the last) [ ] (minutes)

I've got a screen shot, how do I attach it to the post? I see the Img tab but the image is on my hard drive.

You need to use an image sharing service. imgur.com is one that comes to mind.

Click on the pop-up that says "is not". You'll see "is not in the last".
