Just experienced a weird behaviour from Hazel.
I've been running a few fairly simple rules for a few weeks with no issues.
I have a couple of rules that move items from documents to a folder on a NAS drive depending upon the tags set. Fine, so far apart from the fact that sometimes the file is moved as soon as the tag is set.
So, the other day I added a condition to the rules to only move files not added in the last 7 days. Unfortunately on 1 of the rules, I forgot to select All conditions rather than Any. So Hazel started to move everything over a week old! (oops).
Realising what had happened, I paused the rule, changed it to All conditions and resumed. Strangely, it is still moving everything regardless of the tags - The majority of files have no tags set.
I've stopped Hazel altogether and restarted, still the same.
Am I missing something?

You can't really stop an operation in progress. Pausing or stopping Hazel will just cause it to stop after it finishes the current pass.
