Count number of tags?

Is there a way to count number of tags to trigger an action?

For instance:

if there are 10 files tagged X, launch action A
if there are 15 files tagged Y, launch action B

I think you'll have to use a script to do that. There are no built-in attributes that describe that though I've thought about ways to do things by file counts. Maybe someday.
