I'm trying to use Hazel to clean up files that I've opened, but often the Date Last Opened attribute is not added to the file upon opening and obviously Hazel does not make a match.

Is this a known bug in Finder?

Yes, it's a bit weird about when it updates that attribute. How are you opening the file?
