First thing, all folders will end up matching the first rule (since they are all folders) so the other two rules never come into play. You need to re-order the rules to take that into account.

I'd also suggest using the built-in "sub-item count" attribute. It's similar to "number of items" but won't count invisible files, like .DS_Store which tends to throw things off.
