Newbie asks how to do a simple, simple, one-way synch?

This will be the simplest question ever in the history of Hazel support.
I’ve spent the last hour trying to find the answer on this forum, in the Troubleshooting tips thread, in the FAQS, in Hazel HELP, and by looking at imported sample rules.
Maybe by posting, it will help other newbies who have a similar question.
Here is the question:
How to do one-way synch from one folder to another folder?
When new file or folder added to working folder, COPY to target.
When any existing file modified, COPY-REPLACE to target.
"Working” folder is one folder on main hard drive.
"Target” folder is on second, attached, drive.
There are “synch” apps to do this, but I’m eager to start learning Hazel.
Please advise.
