How to use Hazel to backup?

This is probably a stupid question, but I've done some searching on this forum and the tips forum and found nothing.

Here goes:
I want Hazel to backup a folder. I want it to back it up to Dropbox and a local network drive attached to my Apple Airport. I want to be able to keep things in this folder. I do not want this folder to be a 'dump' (drop folders in and Hazel moves them out to the backup locations). I want Hazel to know when something has been added and backup that also.

Or to put it another way: I want Hazel to act like Apple's Time Machine, but with only a specific folder, not an entire computer.

Is this possible?
