Hey all!
I got a bunch of rules to run on my ~/Downloads.
I got one rules that states "If folder run rules on content".
The first rule runs but not the others.
They all work if I only have one rules active at a time.

Now anything about that?

The order of the rules matters so if you have other rules that operate on folders, they should probably appear before that rule. Aside from that, I can't say without more details about your rules. Also, check out the troubleshooting article near the top of the forum.
