Add Tags - Not showing new macOS custom tag

I created a tag "PendingDBUpdate" with yellow color in finder. It shows in the finder's tag list. I want to select that in the Add Tags function of a matched file. The tag is not in the selection list. Note: this is a 2nd tag, same line. The 1st tag is also a custom named tag and it shows in the tag list. Note too that when I type the tag name (even though not selectable) it is highlighted with a dotted outline.

Because I originally setup the other custom tag I know I must be doing something wrong - but what?

Does the problem persist after restarting Hazel? What version of macOS and Hazel are you running?

After a day (about) the problem went away. When I looked at the offending rule the tag was the color it is supposed to be and the dotted border was gone. I have not yet tried to add this to another rule.
