Is there any way to import rules in a human-readable format, since .hazelrules files are binary? This would significantly improve my workflow for creating rules.

No. Any formats that any AI outputs are a hallucination.

No, right now you must use the UI.

Can you describe what kind of rules you are trying to create?

The idea is to let AI analyse e.g. invoices and derive markers that relevant to e.g. extract invoice-date, tax, gross and net fields.
After having those rules created with those markers, Hazel could do the recognition and processing - without using AI.

Currently, I do this by hand with each document I receive which is tedious.

You can try using scripts to grab that info from documents and export them back to Hazel.
