Contents - contain match

Sorry for the long post...
I've taken a look at the forum and I believe this should be working!
I've moved account software and now it creates invoices based on my company name, invoice and invoice number for example.
COMPANY_Invoice_T13211.pdf
I would like to rename the files and then move them into the client folders. As in the past I've only needed to create on rule as the file was already named correctly CLIENT_NAME - T13211
I thought I'd start with a basic rule which simply looks into the PDF and checks for the client name and then moves it to the client folder.
So I have...
IF ALL
Contents - contain match - Jean Smith
Extension - is - PDF
DO
Move - to folder - Jean Smith
If I run a Preview Rule I get the message "Rule does not match" under the Contents - contain match - Jean Smith.
If I use macOS to search the Jean Smith it finds the PDF without an issue.
Am I using the wrong IF rule?
