Preview Rule All Green, But Rule Doesn't Trigger

Problem: Hazel does not find that a file matches a rule, despite the "Preview Rule" function saying it's a match.

Setup: I have files in a folder on Google Drive. I've ensured that the folder is syncing full copies of files. There are about 45 rules on this folder right now, it sorts mail and PDFs and such. The rules all start with Kind is PDF then have a few criteria to match the file, then a date match. The actions are renaming to <date> Statement.pdf and moving to the correct folder.

What I've Tried:
    - Checking log with debug enabled. Shows that the files do not meet any rules.
    - Pulled text out of files and can see that there is text that meets the criteria.
    - Moved just the one rule and the target file to another folder. Rule still didn't fire.
    - Rebooting.
    - Disabling, re-enabling Spotlight.
    - Changing "Use Text Recognition" to Always.

None of these worked. At this point I'm afraid I'm going to have to write a script of sorts to do this sorting if Hazel can't do it. :(

Have you checked the rule status?

I have - it does not show that the files will match any rules, despite the "Preview Rule" function showing the file would Pass. I've also disabled Spotlight, rebooted, reenabled, and waited a day to see if there was some weird Indexing issue going on with Spotlight.

Can you post screenshots of the rule and preview? You can't upload images here but you can either host them on your own cloud service or use imgur.com.

Can you try switching to "contain match" instead of "contains" and see if that works?
