How to process same file over and over again

Hi,
I have a PDF file that I sync to a folder (it is created by Goodnotes App on the iPad). It is always the same filename but the contents of the file changes (notes get added at the end of the file). So the file itself grows in size.
I want this file to always be copied (after its contents have been updated) to another folder.
The file is always called "Private_notes.pdf".
I have a rule matching the filename and then a Copy Action which works great when I first create the file.
But it does not work when the file gets refreshed with new content.
As I understand, Hazel only matches the file once and ignores it in future passes.
Is there a way that I can achieve it, so that the file always gets copied when its content is updated?
