Attempting to tag specific files

I want to automatically tag pdfs paystubs for work with a specific tag.

I have set up thus:

If all of the following conditions are met for any of it's subfiles/subfolders:
kind is pdf
name contains paystub
color label is blank

do the following to the matched file or folder:
run rules on folder contents
set color label: blue
add tags: work

When I preview this all rules match but nothing happens in the folders. There are already some items that have color labels to maybe thats the problem?

Read the chapter on subfolders in the manual. That should explain how to do subfolders properly.
