Is there a way to have a rule that's triggered when a file is removed from a folder? Basically I have a rule that copies a file from a shared folder to our plex server. When a file is removed, I'd like another rule for Hazel to delete it from the plex server folder.

There is no way to trigger on file removal but if you are trying to mirror a folder from one location to another, check out the Sync action. There's a whole chapter dedicated to this use case in the manual.
