Error message at startup:

"HazelHelper.app" is an application downloaded from the internet. Are you sure you want to open it?
Safari downloaded this file on May 2, 2012 from www.noodlesoft.com.

How do I stop this behavior?

It's a bug in Lion. The easy way to do it is to not install Hazel machine-wide (which I'd recommend in general since installing it machine-wide does seem to cause more problems with respect to permissions).
