Today I downloaded a PDF from an Aust government website.
Hazel would not match anything in the content.
If I printed the Gov page to a PDF Hazel could match anything on the page. If I search the downloaded gov PDF in Preview I can find any and all content I want.

Could you search using Preview before or after saving/printing as PDF?

Well, until it was saved as a PDF I couldn't open it in Preview as it wasn't a PDF, it was a webpage. So no.

After I had saved it as a PDF I could search it with Preview.
For the PDF that was downloaded from the gov website - it is searchable it Preview.

Sorry, I misunderstood what you said. I thought you re-printed the original PDF as a PDF.

Can you post a screenshot of how it looks in Hazel's preview? You can use imgur.com to host the image if you don't have a sharing service of your own.

Here is the PDF, downloaded from a link on the gov webpage, open in Preview showing search able to find the word 'Receipt' and next to it is the Hazel window previewing the same PDF showing contents match unable to find the word Receipt.

In Hazel, click on the red x and post a screenshot of that.

Also, if you search for "Receipt" in Spotlight, does that file show up in the results?

Spotlight returns the file in a search for Receipt. I don't really use Spotlight at all. Would spotlight find the word Receipt that's in the file?

Spotlight can search for words in a file but in this case, since it's in the name of the file as well, that confounds the results. Can you rename the file to something without the word "Receipt" in it?

Can you also show the Preview app highlighting the word "receipt" in the file?
