Compare names and move file from folder to subfolder?

I've been using Hazel for a couple of years and I love it but I'm failing at doing the following and could really use some help.
Here is my project:

I take pictures in both RAW and JPG at the same time.

I've started pulling the JPGs into thematic subfolders ex: house01.jpg goes into folder HOUSE while the RAW version stays in the general folder.

I would now like all the RAW pictures to automatically join the JPGs into their new folders.

ex:
Top folder<
DSC01163.ARW
DSC01164.ARW
DSC01165.ARW
DSC01166.ARW
DSC01167.ARW
DSC01168.ARW

subfolder_01/
DSC01163.JPG
DSC01164.JPG
subfolder_02/
DSC01165.JPG
DSC01166.JPG
subfolder_03/
DSC01167.JPG
DSC01168.JPG

How can I manage to compare names and move RAWS into folders with corresponding JPGs?
1. Can it be done with Hazel?
2. How can I compare the names?
3. Can a file be actually moved to a subfolder or is that the problem?

How do you correlate DSC011634 with subfolder_01?

How did you determine that that specific file belongs to that folder?
