iCloud Drive - Online Documents

Is it correct that Hazel Rules do not react to documents wich are uploaded to iCloud (Drive) but not locally stored?
My rules only react if the documents are also stored locally.
Is it possible that hazel can also move documents that are not currently stored locally but are uploaded to iCloud Drive?
