Can Hazel tell when a file has been acted upon?

Hi

I have three similar cases that I would like to see if I can write a Hazel rule for.

1) A dmg is closed after being ejected
2) A zip file has been processed by The Unarchiver
3) A file has been copied from its current folder by another process

Is that something I can attach a rule to?

Not really? For #2, you can look for the results of the unarchiving and I guess for #3, you can watch where the file is copied to. You might see the Date Last Opened being updated for #2.
