I'm using Hazel to monitor a Dropbox folder. The rule checks the folder for music files in a folder that was created 'today'. The problem seems to be that the files aren't download/updated quick enough for Hazel. Once Hazel checks the folder and finds some files it stops and no longer checks the folder or imports the music files into iTunes. There maybe other files that haven't been downloaded and once all files have been downloaded, they never get imported into iTunes.

I'd get rid of the condition about being created today. As it stands, the folder rule will match once and that's it. Instead, have a condition on the files like "date added is after date last matched" to import the new files.
