HI
I have a developper fonder with for each project subfolders, I'd like to make a rule that does :
- Tag each swift files in subfolders with a tag swift
- Tag each folder with iOS dev of Mac OS dev tags

But I don't know how to make recursive rules, I have made something with the examples on this site it works for folders but not for files, any idea ?

Look up subfolders in the manual. There's a chapter there on having Hazel go into subfolders.

You have the nested condition set to target "all of its subfiles and subfolders". The swift file is only one file. Those other folders in there do not have a swift extension. Also, keep in mind the way you have it set up, this rule will only apply to folders directly at the top level under the Developer folder.
