Best method to establish folder sync?

If 'all' of the... for the 'current file or folder':
'Any File'
Do the following:
'Sync' into folder 'folder name'
seems to work when I add a file, but not when I remove one.
If I change 'current file or folder' to 'enclosing folder' (I saw a thread which seemed to reference this), it still doesn't work.
What's the best practice for this? I'm trying to keep a network folder (which will not always be available) in sync with a local folder.
