Using the iPhoto Import

I seem to be having some problems when using the iPhoto importer rule. It does not seem to be respecting my "do not copy" preference - ie. i do not want the image to be copied into the iPhoto DB - it should just create a reference to the file.
This seems to work for RAW files, but isn't working for JPGs.
I looked at the applescript dict for iPhoto 11, and there is an "import" action which has a "force copy" option, which overrides the default (pref-set) value.
No idea if that has anything to do with anything, but there you go.
An suggestions for what more i can do to try to debug this? Thanks!
