When Rules are completed, does Hazel notify me? If not, how do I determine whether all the rules have been run?

There is no notion of rules being completed as far as Hazel is concerned. Hazel monitors files and executes rules. It doesn't know that whatever set of changes that happened have a beginning or end.

If you provide more details on what you are trying to accomplish, I can provide more concrete advice.
