I want to set a rule like below.

1. While I am doing 'Project 1', tag the file created in the download folder with 'Project 1'.
2. While I am doing 'Project 2', tag the file created in the download folder with 'Project 2'.
3. ...

I need to quickly change the rules 2-3 times a day, which method is the most effective?
Is there a better way than keeping the Hazel app always on and changing the checkmark?

I would not recommend doing it that way. It would be easier to tag the file yourself than to edit the Hazel rule each time.
