New Mac - Preview Doesn't See Files

I got a new Mac and built it from scratch. Moved over only what I needed.
Exported and imported rules. The preview doesn't see...anything. Not one rule matches any of the 500 files in the watched folder. Building a rule from scratch also doesn't return a single match. The rule calls for looking at the pdf's contents for due dates, account numbers, etc.
Notes:
- Files are on the local drive.
- Items are either scanned or downloaded bills, statements, etc.
- All rules ran just fine on the previous iMac. Current mac is MacStudio.
- Rules run just fine on monitoring and removing 4-week-old files in the downloads folder.
- Spotlight is not disabled - though due to having Alfred, I changed the hotkeys. Tested, both Alfred and Spotlight fire when hotkeys are pressed.
- Rebuilt spotlight for the problem folder.
- New Mac has had plenty of time to build a spotlight index as it is now a month old.
- Spotlight and Alfred can both search and find files that exist in the folder.
- Started and stopped Hazel, rebooted, shut down the Mac. Nada.
- Checked for Hazel updates. I'm on the latest version.
