Rule to run when finished uploading

I have a shared folder where I occasionally put files for others to access. I currently have an automation which sends the recipient a message when I add files to the folder. However due to the delay on uploading the files, when the recipient looks it doesn't show the file for a while until its uploaded.
Can anyone think of a way instead to only send the message once the file has actually uploaded?
