Migrated to new mac, having problems with rule recognition

I recently migrated from an older MacBook Pro on Intel to an M2 MacBook Air, and did a migration using Migration Assistant to essentially move all my files and file structure to keep everything the same. I have a desktop computer as well, and use Hazel on both with iCloud syncing of the rules. When I attempted to save new files to the Downloads folder (a watch folder where I process a variety of rules to move and rename files, mostly bills), none of my rules were acted upon. All of the rules I use are present in Hazel as expected. When reviewing files that should be acted upon using the Rule Status function, it does not show these files fitting any of the rules it should. If I select the file and preview it with the rule it should be associated with, any triggers based upon file content reportedly don’t match the rule (even though the text strings are truly present in the file), although the date matching function seems to work. If I perform tasks on the desktop computer, all still works as normal. Why are the rules not triggering when they should, and how can I get things working again? Thanks for your consideration.

Are you using "Contents contain"? If so, that relies on Spotlight. Since this is a new Mac, it may take a while for Spotlight to re-build its index so I'd wait a while for that to finish.
